header('Location', 'index.html');

这不是header必须使用的方式：第二个参数应该是布尔值。

并且第一个应该是标题名称+值。

所以，在你的情况下，是这样的：

header('Location: index.html');

只有一个参数；和名称 + ':' + 值 :-)

文档中有一个例子：

第二种特殊情况是 “位置：”标题。不仅如此将此标头发送回浏览器，但它也返回一个 REDIRECT (302) 状态码到浏览器，除非有些 3xx 状态码已经设置好了。
