Sharing a new solution that worked for me.
NONE of the above solutions worked, (including macOS_Catalina.d) I tried all of them several times, even reinstalling XCode from the App Store.
Download the appropriate version of the "Command Line Tools for Xcode" for your version of Xcode from developer.apple.com/download
As of MacOS 10.15.2, that's 11.3: [Command_Line_Tools_for_Xcode_11.3.dmg](https://developer.apple.com/download/more/)
