Timer控件实现时间计时器

Timer控件放在Updatepanl里面和外面是有区别的，比如说设置它的Interval属性为10000，那么放在里面的时候，回传作业如果花2s的话，那么要等到回传完的时候才开始计时10s，也就是12s后才开始又回传作业。而放在外面的话则不同，当回传开始就开始计时10s，也就是回传完毕的8s后就又开始回传作业，这个才是真正的10一次作业。
