在Startup的Configure()中添加app.UseCors(); 保证其在app.UseMvc();之前

app.UseCors(builder => builder
    .AllowAnyOrigin()
    .AllowAnyMethod()
    .AllowAnyHeader()
    .AllowCredentials());   
app.UseMvc();
