This is true for all platforms on which you get two .zip files to download
For Windows 32 bit case on 11.2.0.1 you can do the following :
- create a directory C:\tmp\11201
- unzip win32_11gR2_database_1of2.zip and win32_11gR2_database_2of2.zip under C:\tmp\11201
