下载：
1、首先找到需要的包
访问：https://pypi.org/
在搜索框中输入你要查找的包名，然后点击搜索
2、选择要下载的包的版本，点击download files
3、选择file Type为souces的源码包，点击即可下载
安装：
1、下载源码包
cd /tmp/
wget https://files.pythonhosted.org/packages/12/2a/e9e4fb2e6b2f7a75577e0614926819a472934b0b85f205ba5d5d2add54d0/Twisted-18.4.0.tar.bz2
2、解压
cd /tmp
tar xf Twisted-18.4.0.tar.bz2
3、安装
cd /tmp/Twisted-18.4.0/
python3 setup.py install
