Invalid Issuer

when I copied two cards from sti production to the test server, I meet a issue like this :

: ! Error: INVALID ISSUER pan 4998940210163344 trace 109693 msg type 200

this is because the table netbin does not have the 499894 data, so I copied that data and insert it to the

test server database.
