1． 问题描述：
SPD 2013 不能使用2013 工作流模板，在创建过程中，下载更新信息时出现以下错误描述：
The server has tried to deliver this message, without success, and has stopped trying. Please try sending this message again. If the problem continues, contact your helpdesk.
2、问题原因：
SPD 2013 的Cache 文件目录不能更新，造成2013 的Activities信息不能更新。
3、解决方案：
1) 安装SPD 2013 后，先打SPD 2013 SP1 补丁，再打开SharePoint网站，创建2013工作流。这样可以避免出现这种问题。
2) 如果出现上述问题描述，解决办法如下：
a) 清空SPD 2013 Cache目录，路径如下：
C:\Users\460198\AppData\Local\Microsoft\WebsiteCache
C:\Users\460198\AppData\Roaming\Microsoft\SharePoint Designer
\ProxyAssemblyCache
C:\Users\460198\AppData\Roaming\Microsoft\Web Server Extensions\Cache
使用过程中替换460198登陆名。
b) 复制一份可以正常使用的机器上的Cache文件，填充到对应的目录下。
再次打开SPD创建2013 工作流，可正常使用。
