安装xampp无法设置默认时间的坑

xampp无法设置默认时间，修改了时间还是无效

date.timezone =Asia/Hong_Kong

重启阿帕奇无效

晚上一直折腾，除非自己设置时区，要不一直都是不能起效果

后面，把php.ini修改后复制一份到xampp下面的cgi-bin目录，重启阿帕奇，终于生效了.
