使用版本：postgresql-11.3-1-windows-x64.exe
安装在D:\Program Files\PostgreSQL\11 失败。
安装过程中出现 The database cluster initialisation failed。
然后创建windows 用户postgres 管理员权限 ，添加环境变量，D:\Program Files\PostgreSQL\11\bin也没解决。
后还是用默认路径，C:\Program Files\PostgreSQL\11，顺利安装到
数据放在：D:\POSTGIS_DATA
