在 Eclipse eclipse-jee-mars-R-win32-x86_64 版本 4.5.0，Build id 为 20150621-1200，离线安装 Veloeclipse。如果按网上直接覆盖相应目录，不能安装。
其实，要先安装 Eclipse 2.0 Style Plugin Support，
在 install new software 输入地址 http://download.eclipse.org/eclipse/updates/4.4，找到“Eclipse Tests, Examples, and Extras”，选择其下的“Exclipse 2.0 Style Plugin Support”~
安装重启 Eclipse 后，将 Veloeclipse 压缩包解压，里面包含两个目录：features 和 plugins，将它们复制到 Eclipse 根目录，即可。
