第一步：

第一步,约定好传参编码格式

不管是运用httpclient，还是原生http，都要设置传参的编码，为了统一，这儿全部设置为utf-8

第二步，修正application.properties文件

添加如下配置信息：

spring.http.encoding.force=true
spring.http.encoding.charset=UTF-8
spring.http.encoding.enabled=true
server.tomcat.uri-encoding=UTF-8

此刻拦截器中回来的中文现已不乱码了，可是controller中回来的数据仍旧乱码。

第三步，重写configureMessageConverters方法
