1,apt-get install nginx and start it.(ubuntu environment)
2,manually download tarball from https://mirrors.edge.kernel.org/pub/linux/kernel/v4.x/
3,move the tarball to /var/www/pub/linux/kernel/v4.x
4,set BR2_KERNEL_MIRROR="http://localhost/pub" in buildroot home dir.
