navicat 连接 oracle(11g).
ensure that current user in the ora_dba.
You need to download instantclient-basic-win-x86-64-11.2.0.1.0.zip if your navicat is 64 bit.
Than set environment in navicat .
look up tnsnames.ora and sqlnet.ora
