我想尝试“运行时升级”和“存储迁移”。我按以下步骤尝试，但“on_runtime_upgrade”功能不起作用。无法验证是否调用了“on_runtime_upgrade”函数。实现的调试日志不输出。

下载“substrate-node-template 3.0”。
编译它。
我使用以下命令运行节点。 “目标/发布/节点模板 --dev -l 运行时 = 调试”。
在“palet-template”中实现“on_runtime_upgrade”。列出了我尝试过的程序“substrate-node-template/pallets/template/lib.rs” 下面。
