我可以使用https://dev.twitter.com/docs/api/1.1/post/statuses/update 或https://dev.twitter.com/docs/api/1.1/post/statuses/update_with_media 更新我自己的状态

但是我看不到任何资源可以发给其他人。怎么办？

要向某人发推文，您只需在推文文本中“提及”他，例如：@maxdec hey dude what's up?。所以你只需使用statuses/update 端点。
