在我的情况下，我能够看出这是由于缺少模块而导致 apache 未重新启动的问题：wsgi

我安装了它：

apt-get install libapache2-mod-wsgi

激活它：

sudo a2enmod wsgi
sudo /etc/init.d/apache2 reload

或

service apache2 restart

我能够卸载 openstack-dashboard-ubuntu-theme：

dpkg --remove --force-remove-reinstreq openstack-dashboard-ubuntu-theme
