XMLSec's PyPI page 表示该库的最新版本仅与 Python 3 兼容。

看起来version 1.3.9 仍然声称与 Python 2 兼容，所以您可能想尝试一下

pip install xmlsec==1.3.9

或者，你知道，更好的是，切换到 Python 3。
