您在调用 services.AddIdentity<ApplicationUser, IdentityRole>() 时指定了 IdentityRole 而不是 ApplicationRole，后者注册了 RoleManager<IdentityRole>，而不是您的帐户控制器正在使用的 RoleManager<ApplicationRole>。

在您的ConfigureServices 方法中将IdentityRole 替换为ApplicationRole，它应该可以工作：

services.AddIdentity<ApplicationUser, ApplicationRole>()
