如果您使用的是内联对话框流编辑器，那么您是在 Cloud Functions for Firebase（或 Firebase Cloud Functions）上运行的。默认情况下，基本计划有一个限制，即您不能在 Google 网络之外拨打网络电话。

要解决此问题，您可以将 Firebase 计划升级为订阅，例如 Blaze Plan。这确实需要记录信用卡，但是基本使用级别应该是免费层的一部分。

您也可以在其他任何地方运行您的 Webhook，只要有一个具有有效 SSL 证书的 Web 服务器可以处理 HTTPS 请求。如果你想在本地运行它，你甚至可以使用 ngrok 之类的东西。
