在 org.apache.wss4j.policy.model.AlgorithmSuite 中，策略是进程。成功处理第一个策略后，在执行第二个策略的过程中，在第 494 行抛出异常。由于在处理第一个策略时已经设置了 algorithmSuiteType，因此判断 algorithmSuiteType 是否为 null 失败。
