设计 (3.2.4) rails (3.2.17) 和 cancan (1.6.10)

管理员创建其他用户。所以在RegistrationsController我有

before_filter :check_permissions, :only => [:new, :create]
skip_before_filter :require_no_authentication

def check_permissions
    authorize! :create, resource
end 

new and create 操作也是如此。
