Composer 似乎还没有完全执行 symfony/flex 插件中的功能。我能想到的唯一原因是如果您已全局禁用插件（您可以通过运行 composer config -l 并查看它是否在任何地方提到 no-plugins 来诊断此问题）

我可以通过运行复制您的目录结构：

composer create-project symfony/skeleton project --no-plugins
cd project
composer install

这将创建一个空的 symfony.lock 文件，但不会解压任何已安装的 Symfony 配方。

从这里，你应该可以通过运行来完成安装

composer fix-recipes

在项目文件夹中。这将完成所有已安装配方的解包，包括创建缺少的目录结构。
