事实证明，问题不在于虚拟化。我开始使用的 VM 是 Windows 8.1 Preview 的 32 位安装。由于 Standalone Phone SDK 只能安装在 64 位系统上，我用 Windows 8.1 64 位预览设置了自己的 VM 并再次尝试。当我安装 VS 2013 终极预览版时，可以检查电话 SDK。 VS 安装完成后，Hyper-V 被激活。虚拟机的操作系统设置为 Windows 8 64 位
