这告诉 Phonegap Build 使用 cli-6.4.0 而不是其默认值（截至 2017 年 1 月 19 日为 cli-6.3.0）。

注意：我使用的配置文件格式对于两个版本的 cli 似乎都是正确的。我很想深入了解实际发生的情况。
