您创建的消息之间的 MIME 类型不匹配，其 MIME 类型为 application/vnd.com.example.android.beam 和清单中的 text/plain 的 MIME 类型您已要求系统在看到时启动您的应用程序。

请注意，如果您确实匹配了 mime 类型，则使用此代码可能会根据您应用的启动模式来启动您接收应用，但应用不读取 NFC 消息。

这是因为onNewIntent 仅在应用程序重新启动时调用，而您的应用程序并未重新启动。

通常的做法是清单过滤器以Intent 启动您的应用程序，您需要在应用程序启动时处理它（通常在onCreate）。
onNewIntent 仅在您的应用程序已经运行并且已使用 enableForegroundDispatch 让系统将 NFC Intents 发送到您正在运行的应用程序，而不是尝试启动您的应用程序的新实例。
