您需要 Hyper-V 来运行 Windows Phone 8 仿真器映像，因为它们正是那样 - 映像。它们不是 Windows Phone 7 模拟器之类的模拟器，它们仅在支持 SLAT 的处理器和 Windows 8 64 位中可用。

如果你有 Surface Pro，你可以在上面开发。我设法做到了。如果你有普通的 Surface（不是专业版），你不能在上面运行你的开发环境。
