我遇到了同样的错误，通过安装 Microsoft Visual C++ 2015 Redistributable Update 3 解决了。

之后我又遇到了一个错误：

从 [?9] 加载 dll 失败，HRESULT: 0x80070057

找到了库 hostfxr.dll，但从 C:\Program Files\dotnet\host\fxr\2.0.7\hostfxr.dll 加载失败

安装了 KB2999226 和 KB3118401 - 它没有帮助。我使用的是 Windows Server 2008 R2。
