我尝试了您的示例，但我也遇到了同样的问题。当我使用TargetFrameworks 将此类 dll 设置为多目标框架项目并面临相同的情况时。

由于您的情况，<pack>true</pack> 不起作用。但是当我查看此类项目中的输出文件夹时，<CopyToOutputDirectory>Always</CopyToOutputDirectory> 有效。并根据条件，将这两种dll复制到对应的目标框架文件夹中。

但是，pack不起作用，还是比较奇怪。

作为一个建议，你可以use nuspec file with nuget.exe cli打包你的项目，我已经测试成功了。

1)从此链接下载nuget.exe并将其路径配置到系统环境变量PATH中。

2) 调用 VS 或 CMD 的开发人员命令提示符，然后 cd 你的项目路径（xxx.csproj 存在）

然后调用nuget spec获取xxx.nuspec文件

3)打开xxx.nuspec文件并修改如下：
