波浪号 (~) 告诉 Webpack 我们不是在寻找相对于 app.scss 的 jquery.filer.css 文件。相反，我们想查看 node_modules。

它将所有内容编译成一个 app.css 文件，然后您可以将其包含在内，无需单独加载 bootstrap-select.css 文件。
