引用表“dbo.Client_Master”中没有与外键“FK_dbo.Client_Question_Master_dbo.Client_Master_client_id”中的引用列列表匹配的主键或候选键。无法创建约束或索引。查看以前的错误。

应该是这样的：

public long? client_id { get; set; }

public virtual Client_Master Client_Master { get; set; }

你告诉EntityFramework 什么属性是外键。这会阻止它创建与主键具有相同数据类型的字段。
